First Image of IR Cam is completely gray

Description
After the recent upgrade, the first image of the IR cam only shows a gray frame. This also affects the shutdown checklist.

Maybe there are better solutions to stream a web-cam to the web than using vlc for image grabbing...

This issue is a little bit complicated.
The IP Camera does not provide single pictures but only a videostream. Therefore the Camera picture script grabs a few seconds of the videostream and extracts an image. Unfortunately due the upgrade of VLC this doesn't work anymore like expected.
The workarround for now is to reload the image a few times until a valid image capture appears.
Maybe with some parameter fondling we will get better results.
